House passes two measures to limit president's war powersFebruary 7, 2020
The US House of Representatives passed two pieces of legislation Thursday to limit President Donald Trump's war powers.
One bill, introduced by Rep. Ro Khanna (D-CA), would block federal funding for the use of military force in or against Iran without a congressional declaration of war. The other bill, introduced by Rep. Barbara Lee (D-CA) would repeal the 2002 Congressional Authorization for Use of Military Force (AUMF) against Iraq. Khanna said the legislation sent a clear message of "no more unconstitutional wars." "The American government has spent trillions of taxpayer dollars fighting endless wars across the Middle East. Today, Congress passed two historic pieces of legislation to reassert our authority over matters of war and peace," he said in a statement. Khanna's bill was approved 228-175 and Lee's bill passed 236-166. Both earned support from some Republicans. The US Constitution grants only Congress the power to declare war, but modern presidents have largely sidestepped Congress. The last time Congress declared war was in 1942 against Romania. The White House said it was against both House bills but the president tweeted late Wednesday he wanted lawmakers on both sides of the aisle "to vote their HEART!" Content from Knowhere
